Definition

Standards of Training Certification and Watchkeeping.

The STCW Code is the technical annex to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended, giving the detailed standards that put the convention’s articles into effect. It has two parts: Part A is mandatory and states the minimum competence, knowledge, and watchkeeping standards in tables (for example A-II/1 for the officer in charge of a navigational watch) and sections (A-VIII/1 fitness for duty, A-VIII/2 watchkeeping); Part B is recommended guidance. The 2010 Manila amendments added rest-hour limits, refreshed competence tables, security and ECDIS training, and certificate revalidation. Flag states certify seafarers against Part A, and port-state control checks compliance.
