A targeted inspection is a port State control inspection selected by a ship’s risk profile rather than at random, directing inspection effort toward higher-risk ships. Under the Paris MoU New Inspection Regime and the EU Directive 2009/16/EC, every eligible ship carries a ship risk profile built from flag, recognized organization, company, ship type, age, and inspection history, which sets the priority and interval for inspection. High Risk Ships face the shortest interval and an expanded inspection; low-risk ships the longest. Targeting concentrates scarce inspection resources on the ships most likely to be substandard, replacing the earlier flat percentage approach.
