UNCTAD port performance indicators are the benchmarking metrics set out in UNCTAD’s Monographs on Port Management for measuring how efficiently a port uses its assets. They split into operational indicators, ship turnaround time, waiting time before berthing, berth occupancy rate, and tonnage handled per ship-hour at berth and in port, and financial indicators covering tonnage worked per labor-hour, revenue, and cost per ton. Port authorities track them to expose berth congestion and idle-asset capacity, since faster turnaround raises throughput on the same fixed quay and crane base. They underpin the KPI sections of UNCTAD’s Review of Maritime Transport.
