US Vessel Response Plan / Non-Tank Vessel Response Plan under OPA 90.
VRP and NTVRP are the US oil-spill response plans required under the Oil Pollution Act of 1990. The Vessel Response Plan covers tank vessels under 33 CFR Part 155, Subpart D; the Non-Tank Vessel Response Plan covers self-propelled non-tank vessels of 400 gross tons or more under 33 CFR Part 155, Subpart J, a requirement added by the Coast Guard and Maritime Transportation Act of 2004. Each plan names a Qualified Individual and pre-arranged response and salvage and marine firefighting resources for a worst-case discharge. The USCG reviews and approves plans, typically for five years; a ship without an approved plan can be denied entry or operation in US waters.
