Vessel Traffic Service operator under IALA V-103 training.

A vessel traffic service operator monitors and manages ship movements in a port approach or coastal area from a shore station, providing traffic information, navigational assistance, and traffic organization. IMO Resolution A.857 and the IALA V-103 model courses set the training and certification standard for VTS operators. The service is the maritime equivalent of air traffic control, though the master retains command and is not obliged to follow VTS advice as an instruction.
