Article 19 UNCLOS

UNCLOS Article 19 defines when passage through the territorial sea ceases to be innocent. Passage is innocent so long as it is not prejudicial to the peace, good order, or security of the coastal state. Paragraph 2 lists twelve activities that render passage non-innocent: any threat or use of force, weapons exercises, intelligence collection, propaganda, launching or landing aircraft or military devices, willful pollution, fishing, research or survey, interference with communications, and any activity not having a direct bearing on passage.
