Article 25 UNCLOS

UNCLOS Article 25 sets the coastal state’s protective rights over its territorial sea. It may take the necessary steps to prevent passage that is not innocent within Article 19, may impose conditions on ships proceeding to internal waters, and may suspend innocent passage temporarily in specified areas when essential for security, including weapons exercises, provided the suspension is published and applies without discrimination among foreign ships. This is the enforcement counterpart to the Article 17 right and the Article 19 definition.
