At and from

At and from is a marine hull-insurance attachment term that begins cover while the vessel lies at the named port and continues through the voyage that follows, as opposed to a ‘from’ policy that attaches only once she sails. It comes from the Marine Insurance Act 1906 Schedule, Rules for Construction of Policy, Rule 3, which fixes when risk attaches for the ship and for goods. For the hull, ‘at and from’ covers her in safety at the port of departure and during the subsequent voyage. The distinction matters for casualties that happen in port before departure.
