Vessel refused access under PSC regimes after multiple detentions.
A banned ship is one refused access to the ports of a port state control region after a record of multiple detentions or for failing to call at an indicated repair yard. Under the Paris MoU the refusal-of-access measure escalates: a first ban follows a set number of detentions over 36 months for a black- or grey-listed flag, and a fourth refusal can become permanent. The ban is the strongest PSC sanction short of formal proceedings, and it is published, so charterers and insurers can screen against it.
