Performance List (Flag/RO)

The Paris MoU publishes annual performance lists that rank flag states, and separately recognized organizations, as White, Grey, or Black on the basis of inspection and detention statistics over a rolling three-year period, using a binomial calculation against the regional average. A flag’s colour feeds the New Inspection Regime risk profile of every ship that flies it, so a Black-listed flag draws more frequent and more detailed inspection. The lists give owners, charterers, and insurers a public measure of flag and RO quality.
