Definition

Roster of ships excluded from a port or jurisdiction.

A roster of named ships barred from entering a port, a flag register, or a jurisdiction, usually for sanctions, safety, or detention history. Port-state-control regimes operate refusal-of-access lists: the Paris MoU bans ships that have been detained repeatedly or have jumped a detention. Sanctions authorities also blacklist specific hulls; OFAC identifies vessels as blocked property on the SDN List, naming the ship and its IMO number so the identifier survives renaming or reflagging.
