Blacklist (Sanctions)

A published list of persons, entities, or vessels subject to asset freezes or trade prohibitions. The principal maritime example is the OFAC Specially Designated Nationals and Blocked Persons List; the EU maintains its consolidated list of designations under each restrictive-measures regulation, and the UK keeps the OFSI consolidated list. Dealing with a listed party, or its property, is prohibited for persons within the issuing jurisdiction; the listing names identifiers (IMO number, MMSI, passport) so screening can match despite renaming.
