Categorization of flags or ships with high detention ratios under PSC MoUs.
A Black List categorizes flag States with the worst detention performance under a port State control MoU, marking their ships for the highest inspection priority. In the Paris MoU, the White, Grey, and Black List is published annually and ranks flags by the ratio of detentions to inspections over a three-year rolling period, with a minimum of 30 inspections required for a flag to be listed. Ships of black-listed flags carry a higher weighting in the ship risk profile and face more frequent and thorough inspection. Repeated detention of black-list-flagged ships can lead to refusal of access (banning) from the MoU region.
