Flags with low detention ratios.
The White List ranks flag States with consistently low detention rates under the Paris MoU, the top tier of the annual White, Grey, and Black List. Flags are placed by the ratio of detentions to inspections over a three-year rolling period, with a minimum of 30 inspections needed to be listed. White-list flags carry a favorable weighting in the ship risk profile, so their ships attract lower inspection priority and longer intervals. Owners and charterers treat white-list status as a quality signal when choosing a registry. The list is published in the Paris MoU annual report alongside the grey and black lists.
