International Convention on Civil Liability for Oil Pollution Damage, 1992 Protocol.
The International Convention on Civil Liability for Oil Pollution Damage, in its 1992 Protocol form, channels strict liability for oil-cargo pollution from tankers to the registered shipowner and requires ships carrying more than 2,000 tonnes of persistent oil as cargo to maintain insurance. The 1992 CLC works with the 1992 Fund Convention, which provides a second tier of compensation when the shipowner’s limit is exceeded.
