Paris Agreement mechanism enabling internationally transferred mitigation outcomes.

Article 6 of the Paris Agreement is the cooperation mechanism that lets countries trade mitigation outcomes to meet their nationally determined contributions. Article 6.2 governs internationally transferred mitigation outcomes (ITMOs) under bilateral cooperative approaches, with corresponding adjustments to prevent double counting. Article 6.4 establishes a UN-supervised crediting mechanism, the Paris Agreement Crediting Mechanism, which replaces the Kyoto Clean Development Mechanism. COP29 in November 2024 finalized the rules for both, with the first 6.4 credits anticipated from mid-2025. For shipping, Article 6 is a possible channel for sourcing out-of-sector credits, though the IMO mid-term measures do not rely on it.
