The Paris Agreement is the 2015 UNFCCC treaty under which nations pledged to hold global warming well below 2 degrees Celsius above pre-industrial levels and to pursue efforts to limit it to 1.5 degrees, through nationally determined contributions. International shipping is not covered by national pledges; the IMO governs its emissions instead, which is why the IMO’s 2023 GHG Strategy and Net-Zero Framework are framed as the sector’s contribution to Paris-aligned goals.
