Adjustment factor in EEDI for capacity-related corrections.

In the EEDI calculation, fc is the cubic capacity correction factor for ships whose deadweight understates their cargo task, set in the 2014 attained-EEDI guidelines MEPC.245(66). It applies to chemical tankers, gas carriers, and bulk carriers built for light cargo. For a light-cargo bulk carrier with capacity ratio R below 0.55, fc = R minus 0.15, where R is deadweight in tonnes divided by total cargo-hold cubic capacity in cubic metres. fc multiplies the capacity term in the attained-EEDI denominator, raising the credited capacity so a high-volume low-density design is not penalized against a dense-cargo ship.
