Deficiency
C2. Ship operations, crewing and technical managementDefinition
PSC finding requiring rectification.
A finding by a Port State Control officer, flag inspector, or auditor that a ship’s condition, equipment, documentation, or operation does not meet a convention requirement. Minor deficiencies are recorded for rectification by a deadline; serious ones, where the ship is unseaworthy or a clear hazard, lead to detention until corrected. Deficiency codes and counts feed the PSC targeting system that decides which ships are inspected next.
