MS Estonia was a ro-ro passenger ferry that capsized and sank in the Baltic Sea on 28 September 1994 on a Tallinn-to-Stockholm crossing, with 852 deaths, the deadliest European peacetime shipwreck since the Second World War. The Joint Accident Investigation Commission attributed the loss to failure of the bow visor locks in heavy seas, which let water flood the car deck and caused rapid loss of stability. The disaster prompted the 1995 SOLAS amendments and the Stockholm Agreement on ro-ro damage stability.
