The examiner of masters and mates was the statutory officer of the British Board of Trade who conducted the oral and written examinations for deck Certificates of Competency, from second mate to extra master. The function survives today within the flag administration, the UK Maritime and Coastguard Agency, where examiners test candidates against the STCW competence standards. The role was central to the British system of seafarer certification that shaped the modern STCW framework.
