HRA (Indian Ocean)

The Indian Ocean High Risk Area, the zone where BMP measures applied against Somali piracy, bounded by coordinates that the industry adjusted over time and which once stretched far into the Arabian Sea. Ships crossing the HRA hardened, reported to UKMTO, and triggered war-risk additional premiums. The industry round table reduced the HRA boundary in 2019 and then removed the designation entirely effective 1 January 2023 after Somali attacks fell. BMP5’s Area of Heightened Risk now governs residual risk in place of the fixed HRA line.
