Regional measure proposed by EU member states.
A joint recommendation is the regionalization instrument of the EU Common Fisheries Policy by which member states sharing a fishery agree common measures and submit them to the European Commission for adoption as a delegated or implementing act. It is the channel through which regional groups (the BREG North Sea group, the Scheveningen group, the South Western Waters group, the Mediterranean and Black Sea groups) propose technical measures, discard exemptions under the landing obligation, and details of multiannual plans. Joint recommendations must respect the CFP objectives in Regulation (EU) 1380/2013 and the scientific advice of ICES or the STECF.
