The Liberian International Ship and Corporate Registry (LISCR) is the private US-based company that administers the Liberian ship and corporate registry under contract with the Republic of Liberia. Founded in 1948, the Liberian flag is one of the largest open registries by tonnage; LISCR, headquartered in Dulles, Virginia, has run it since 2000. LISCR handles vessel registration, seafarer documentation, mortgage recording, and statutory survey oversight on behalf of the Liberian Maritime Authority, while flag-state policy and enforcement remain with the Liberian government. It is a leading flag-of-convenience administrator.
