Manning level is the actual number and rank mix of seafarers carried on a ship, measured against the minimum safe manning document issued under SOLAS Regulation V/14 and IMO Resolution A.1047(27). The safe manning document, approved by the flag state, sets the floor of deck officers, engineer officers, and ratings needed to operate the ship safely, keep proper navigational and engineering watches under STCW, and respond to emergencies. Operators commonly carry above the floor to absorb leave, training berths, and workload, but sailing below the document is an immediate port state control detention. The level also feeds the fatigue and rest-hour analysis, since too lean a complement forces rest-hour breaches.
