A fatigue management plan is the documented company system for controlling crew fatigue through work and rest scheduling, watch design, and monitoring of recorded rest hours. It implements the rest-hour minimums of STCW Code Section A-VIII/1 (at least 10 hours of rest in any 24 hours and 77 in any 7 days) and MLC 2006 Standard A2.3, and follows the IMO Guidelines on Fatigue (MSC.1/Circ.1598, 2019). The plan covers watch rotation, port-call workload, the limits on splitting rest into no more than two periods with one of at least 6 hours, and how the master records and reports deviations. Persistent rest-hour breaches recorded against the plan are a port state control and ISM finding.
