National Vetting Programme

A national vetting program is a government-led ship-inspection or approval scheme that supplements commercial oil-major vetting, screening vessels for safety, security, and compliance before they trade or call. Unlike OCIMF SIRE, which industry runs, national programs operate under flag, port, or coastal-state authority; examples include national port-state control regimes feeding the Paris and Tokyo MOU databases. The term has no single ISPS or IMO definition; vetting standards draw on SOLAS, MARPOL, the ISM and ISPS Codes, and OCIMF SIRE 2.0 (live since 2024 for tankers).
