International Code of Signals letter P, the Blue Peter, meaning "All persons should report on board; vessel is about to proceed to sea" in harbor.
Papa, letter P of the International Code of Signals, is the Blue Peter: a blue flag with a white rectangle at its center. In harbor it means all persons should report on board because the vessel is about to proceed to sea. At sea it can mean that nets have fouled an obstruction, and from a fishing vessel that gear is caught fast. Its long association with imminent departure is why the Blue Peter became a byword for casting off.
