Definition

Concentration of risk in small share of voyages.

A risk-analysis framing that concentrates compliance effort on the small share of a fleet’s or portfolio’s activity carrying most sanctions exposure, applying the Pareto principle (roughly 80 percent of exposure arising from 20 percent of voyages or counterparties). Used in compliance program design, it focuses enhanced due diligence on the high-risk minority of trade lanes, flags, or charterers rather than spreading effort evenly. It is not a defined regulatory term; it informs the risk-based allocation consistent with FATF’s risk-based approach.
