PCA

A6. Public international law of the sea

Definition

Permanent Court of Arbitration, registry for many UNCLOS Annex VII cases.

The Permanent Court of Arbitration (PCA) is the intergovernmental organization at The Hague, established by the 1899 and 1907 Hague Conventions, that provides registry and administrative services for arbitral tribunals. Despite its name it is not a standing court but a facilitator of ad hoc tribunals. It serves as registry for many UNCLOS Annex VII arbitrations, including the South China Sea arbitration (Philippines v. China, Award of 12 July 2016), the Arctic Sunrise case (Netherlands v. Russia), and the Bangladesh v. India Bay of Bengal delimitation. The PCA handles inter-state, investor-state, and contract disputes, supplying registrars, hearing facilities, and fund administration.
