Peacetime Engagement

The use of naval forces short of conflict to build relationships and shape the security environment: port visits, combined exercises, training, capacity-building, and forward presence. It is a recognized element of maritime strategy, codified for the US sea services in A Cooperative Strategy for 21st Century Seapower (2007), which raised cooperation and humanitarian response alongside warfighting. Peacetime engagement extends an older tradition of naval presence and “showing the flag,” aimed at deterrence, reassurance, and interoperability rather than combat.
