PfP (Partnership for Peace)

A NATO program launched at the January 1994 Brussels summit that builds bilateral defense cooperation between NATO and individual partner states, including non-member European and Eurasian countries. PfP covers joint exercises, interoperability, defense reform, and crisis-response training; its maritime tracks include combined naval exercises and standardization toward NATO procedures (STANAGs). It is a framework for tailored cooperation, not a collective-defense commitment, so PfP partners are not covered by Article 5 of the North Atlantic Treaty.
