Shore-based crewing functions.

The shore-based crewing function that staffs a fleet with qualified seafarers: recruitment, certificate verification, contract and payroll administration, planning of joiners and relievers, and travel and visa arrangements. The work enforces Safe Manning Document levels set by the flag state under SOLAS Regulation V/14 and IMO Resolution A.1047(27), checks STCW certification and medical fitness, and applies the Maritime Labour Convention 2006 for employment agreements and repatriation. The function is run from a personnel or crewing department, often using manning agencies in major seafarer-supply countries.
