A quality management system (QMS) is the documented framework a recognized organization must operate under the RO Code, adopted by resolutions MSC.349(92) and MEPC.237(65) and in force from 1 January 2015. The RO Code requires an RO to maintain a certified quality system covering its statutory survey and certification work performed on a flag State’s behalf, with defined competence, internal audit, and oversight arrangements. The flag State assesses and authorizes the RO against the Code and monitors its performance. The QMS gives flag administrations a consistent global standard for delegating SOLAS, MARPOL, and Load Line certification to classification societies and other ROs.
