EMSA-listed centers.
A maritime academy, college, or training center approved by a flag administration to deliver STCW-compliant education and assessment leading to certificates of competency. Under STCW Regulation I/8 and the associated quality-standards system, each party’s training providers must be evaluated by independent audit, and the IMO maintains the White List of parties that give full and complete effect to STCW. In the EU, third-country institutions are assessed by EMSA on the Commission’s behalf before their certificates can be endorsed by member states.
