Renewable Fuel of Non-Biological Origin, eligible for the FuelEU double counting bonus from 2025 to 2033.

A Renewable Fuel of Non-Biological Origin is a fuel made from renewable electricity rather than biomass, principally green hydrogen and its derivatives e-ammonia and e-methanol, defined under the EU Renewable Energy Directive. FuelEU Maritime grants RFNBOs a double-counting reward (multiplier of 2) on their energy contribution from 2025 to 2033 to bootstrap demand, and sets a 2 percent sub-target from 2034 if uptake lags. Eligibility depends on additionality and certification rules that tie the electricity to new renewable generation.
