A shipper’s declaration is the information the shipper must give the carrier before dangerous or other regulated cargo is loaded. For dangerous goods, SOLAS Chapter VII and the IMDG Code require a dangerous goods declaration stating the proper shipping name, UN number, class, packing group, quantity, and flashpoint, signed by the shipper. SOLAS Chapter VI Regulation 2 requires the shipper to provide cargo information, and Regulation 2 as amended (the SOLAS VGM amendment, in force 1 July 2016) requires the shipper to declare the verified gross mass of a packed container before loading. False or missing declarations expose the shipper to liability for resulting loss and bar the goods from shipment.
