Voluntary funding mechanism for IMO technical cooperation projects.
A trust fund is a voluntary financing mechanism through which donors fund IMO technical-cooperation projects outside the regular budget. The Integrated Technical Cooperation Programme (ITCP) draws on such funds to help developing states implement IMO conventions, build maritime administrations, and train personnel. Project-specific and multi-donor trust funds support work on areas such as ballast-water management (the GloBallast partnership) and greenhouse-gas reduction. Contributions are earmarked by donors and administered by the Secretariat, separate from the assessed contributions that fund the Organization’s core work.
