A1. The IMO and the international regulatory frameworkDefinition
Six-year IMO planning document setting strategic directions.
The IMO Strategic Plan is the high-level planning document that sets the Organization’s strategic directions over a six-year horizon, approved by the Assembly. The current plan covers 2018 to 2023 and was adopted by Assembly resolution A.1110(30), later extended, and it frames the Organization’s strategic directions, mission, and vision against which the biennial work program and budget are set. It guides how the Committees prioritize regulatory work, and progress is reported against measurable performance indicators. The plan is distinct from the technical conventions and codes it ultimately serves.
