Adequate manning

Manning the ship in line with the flag state’s Minimum Safe Manning Document, which fixes the least number and rank of certificated crew the ship may legally sail with. The document is issued under IMO Resolution A.1047(27) principles, taking account of the ship’s size, machinery, trade, and automation. Sailing below the minimum safe manning, or with crew whose certificates do not match the matrix, is a detainable deficiency.
