Arms Embargo

E1. Maritime security, geopolitics and risk

Definition

UN, EU, or national prohibition on transferring weapons to listed states or entities.

A prohibition on supplying weapons, military equipment, or related services to a designated state, group, or individual. UN arms embargoes are imposed by the Security Council under Chapter VII (Article 41) and implemented by member states; examples include the embargoes on Libya (Resolution 1970, 2011) and the DPRK (Resolution 1718, 2006). The EU and individual states add autonomous embargoes. At sea, enforcement runs through inspection of suspect cargo, as with EUNAVFOR Med Operation Irini policing the Libya embargo since 2020.
