DPRK Sanctions Regime

E1. Maritime security, geopolitics and risk

Definition

UNSC and unilateral measures restricting maritime trade with North Korea.

The set of UN and unilateral measures restricting trade with North Korea, built around the 1718 sanctions regime begun by UNSC Resolution 1718 (2006) and tightened across Resolutions 2270, 2321, 2371, 2375, and 2397. Maritime provisions ban ship-to-ship transfers with DPRK-flagged vessels, cap refined-petroleum imports, prohibit the DPRK’s coal and seafood exports, and require de-flagging of vessels caught evading. The 1718 Committee and its Panel of Experts monitored compliance until the Panel’s mandate lapsed in April 2024.
