Aspirational Target 30 by 30
D3. Marine environmental science, pollution and conservationDefinition
CBD goal to protect 30 percent of land and sea by 2030.
The 30x30 target is the commitment to conserve at least 30 percent of terrestrial, inland water, coastal, and marine areas by 2030. It is Target 3 of the Kunming-Montreal Global Biodiversity Framework, adopted at CBD COP15 in Montreal on 19 December 2022 by 196 parties. Conservation counts toward the target through protected areas, other effective area-based conservation measures (OECMs), and recognized Indigenous and traditional territories, managed effectively and equitably. The framework sets four goals and 23 targets; 30x30 is the most cited and drives national marine protected area expansion. It is a political commitment, not a binding quota.
