Automated Targeting System (ATS)
E1. Maritime security, geopolitics and riskDefinition
US CBP risk-scoring tool for inbound cargo.
A US Customs and Border Protection risk-scoring engine that screens inbound cargo, conveyances, and travelers against rules and watchlists before arrival. ATS-Cargo scores ocean container manifest data filed under the 24-Hour Rule and the Importer Security Filing (10+2, 19 CFR 149) to flag high-risk shipments for examination at the foreign or US port. It supports the Container Security Initiative by ranking containers for pre-screening and works alongside CBP’s National Targeting Center.
