Basic Documents is the IMO’s two-volume reference publication compiling the constitutional and procedural texts of the Organization. Volume I carries the Convention on the International Maritime Organization, 1948, with all amendments, plus the Rules of Procedure of the Assembly, Council, and Committees and the financial and staff regulations. Volume II reproduces the standing Assembly and Council resolutions on the structure and working methods of the Organization. It is the authoritative source for how the IMO is constituted and governed, distinct from the technical conventions such as SOLAS and MARPOL.
