CDEM stands for Construction, Design, Equipment, and Manning, the four standard headings under which a flag state sets and enforces requirements on ships flying its flag. Under UNCLOS Article 94, the flag state must exercise effective jurisdiction over administrative, technical, and social matters, including construction, equipment, and seaworthiness, plus crewing, labor conditions, and training. CDEM standards channel the substantive content of SOLAS, Load Lines, MARPOL, Tonnage, STCW, and the ISM Code into the flag state’s domestic rule set. Port state control inspections under the regional MOUs verify that visiting ships meet these CDEM standards in practice.
