International Code of Signals letter C, meaning "Yes" (affirmative).

Charlie is letter C of the International Code of Signals, hoisted singly to signal “Yes” (affirmative), or that a group should be read in the affirmative. The flag carries five horizontal stripes, blue at top and bottom with white, red, white between them; the central red band makes it easy to read at distance. As a single-letter signal it pairs naturally with November, the negative flag.
