The Flag State Performance Table is published annually by the International Chamber of Shipping to score each flag against indicators of how well it discharges its responsibilities. The table draws on Paris and Tokyo MoU detention records, ratification of the major IMO and ILO conventions, attendance at IMO meetings, use of recognized organizations, fleet age, and reporting performance. A flag receiving a negative indicator on any criterion is flagged for owners and charterers weighing registry choice. The table is an industry benchmarking tool, not a regulatory instrument; it complements the PSC white, grey, and black lists and the IMSAS audit findings.
