Low-Flashpoint Fuel
A3. Marine environmental legislation: MARPOL and its annexesDefinition
Regulated through MARPOL/IGF interface.
Low-flashpoint fuels are fuels with a flashpoint below the 60 degrees C minimum that SOLAS Regulation II-2/4 sets for conventional oil fuel, including LNG, methanol, ethane, and hydrogen. Their use is governed by the IGF Code (International Code of Safety for Ships using Gases or other Low-flashpoint Fuels), mandatory under SOLAS Chapter II-1 from 1 January 2017, which covers fuel containment, bunkering, and gas-safe machinery spaces. MARPOL Annex VI still governs the emissions: these fuels help meet the Regulation 14 sulphur cap and the Regulation 13 NOx limits, and feed the well-to-wake accounting for the CII and the FuelEU intensity target.
