Net-Zero Framework

The IMO Net-Zero Framework is the set of mid-term GHG measures intended to form a new Chapter 5 of MARPOL Annex VI, combining a Global Fuel Standard on a declining well-to-wake greenhouse gas fuel intensity (GFI) with an emissions pricing mechanism and an IMO Net-Zero Fund. It was approved at MEPC 83 in April 2025. Adoption was scheduled for an extraordinary MEPC session in October 2025 but was adjourned for one year by a procedural vote, so the Framework remains approved, not adopted, with the decision deferred to October 2026. If adopted, the measures would take effect from 2027 with first compliance periods from 2028.
